EMERGENCY LOAD CURTAILMENT

1. NPEC is located in the Southwest Power Pool Regional Transmission Operator region and within the SPS control area.            Procedures are defined and in place at SPP and coordinated by Golden Spread Electric Cooperative to determine the              required NPEC load shed response based on the level of the emergency. Annually, based on load share, NPEC is required      to develop a plan to curtail load due to an emergency. That percentage of peak load is determined annually in January and      documented within the Golden Spread SCADA system for emergency activation.

2. General Procedures for shedding load and rolling blackouts:

• NPEC shall attempt to inform members in advance of planned outages or rotating blackouts.
• Members designated as critical loads are not guaranteed uninterrupted electric service.
• Curtailment or rolling blackouts shall be rotated on an hourly or regular schedule by opening substation circuits after a load shedding request.
• Emergency rotation will be documented and reported to members during emergency conditions using communication means that are available.
• NPEC shall take steps to maintain power, if possible, for critical members and loads that support the integrity of natural gas delivery and municipal water pumping systems during an emergency.
• Critical care facilities and members that depend on electric powered medical devices are advised to and must plan for alternative sources of power should an event occur.

3. NPEC maintains its system load shedding capability utilizing a SCADA system that controls transmission switches and              substation breakers with remote operation capability. Individual services are not controlled remotely so specific downstream      load curtailment must be done manually.
